The growth of marine recreational activities raises the issues of the current lack of knowledge on these activities and the information required to assess their potential impacts. Indeed, the monitoring of unrecorded activities is a great challenge, especially when basic information, such as the size of the population practicing the different activities, is unknown. In this paper, the experience of the monitoring of marine recreational fishing was used to carry out a diagnosis study to assess the cost-effectiveness of survey methods used in France between 2004 and 2012. A new approach to determine the distributional effects of quota management in fisheries ArchiMer

Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Each PO is then responsible for implementing their own internal rules that provide individual or collective allocations to their members. This study investigates the distributional effects of the various quota management systems adopted by POs on quotas and production for the Bay of Biscay sole fishery. Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. After many years of Common Fisheries Policies in the European Union, 88% of stocks are still being fished beyond their Maximum Sustainable Yield. While several Member States and the European Commission are moving toward Individual Transferable Quotas as a solution, France has declared its opposition to such marketization of fishing access rights and a national law has classified fisheries resources as a collective heritage. Fishing strategies, economic performance and management of moored fishing aggregating devices in Guadeloupe ArchiMer

Moored FADs (MFADs) have been a key area for development in Guadeloupe (Lesser Antilles) since the late 1980's. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. Incentive effect of joint and several liability in fishery cooperatives on regulatory compliance ArchiMer

Cooperative‐based catch share systems can be implemented such that the members of the same fishery cooperative are jointly and severally liable for not exceeding collectively assigned fishing rights. In practice, this means that a regulator can take away catch privileges from an entire cooperative that overruns its collective quota, effectively creating a penalty much larger than what could be recovered with an individual fine. Investigating trade-offs in alternative catch-share systems: an individual-based bio-economic model applied to the Bay of Biscay sole fishery ArchiMer

An individual-based bio-economic model (IAM) is presented and applied to the Bay of Biscay sole fishery to investigate alternative quota management systems from a multi-criteria perspective. For this study, the model integrates several institutional arrangements related to catch share management. The current French co-management system with non-transferability of quota is compared to an alternative ITQ system in a context of transition to maximum sustainable yield (MSY). Trade-offs between ecological and socio-economic impacts are highlighted and the effectiveness of governance scenarios is discussed in regard to the challenge of capacity adjustment. Le statut de département français fait de l’île de la Martinique une des régions ultra périphériques (RUP) de l’Union européenne. Marine recreational fishing (MRF) is a high-participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi-quantitative bias assessment was made.
